Harrisburg police put out surveillance camera images of a man who they believed committed the robbery. On Friday, someone called 911 to report a man wearing the same exact clothing as the man in the surveillance footage, hanging out near the robbery scene, according to the affidavit. “[Fitzcharles] used his arms and body weight to forcefully keep his arms from being placed behind his back, causing the officers to use substantial force,” the affidavit said.
