STC Chief Mark Arcand says there are people whose addictions issues and potential for violence make them unmanageable in current facilities.

A facility for people with complex needs would also require medically trained staff capable of managing patients experiencing psychosis, Arcand said, adding these are not available in the current wellness centre’s budget.
