These cases stem from his alleged interference in the awarding of a government contract to a towing services firm in which he and former Iloilo city councilor Plaridel Nava II supposedly had an interest.Bersamin, in a separate interview, explained that the Palace found justification in Mabilog's declarations and explanations. He stated that Mabilog was able to provide explanations for his past actions, particularly regarding discrepancies in his Statement of Assets, Liabilities and Net Worth (SALN). The presidential pardon removes any legal barriers preventing Mabilog from seeking public office in the future. Bersamin emphasized that the pardon encompasses both criminal and administrative matters, as there was no criminal prosecution against Mabilog, only an administrative complaint decided by the Office of the Ombudsman.
