“Paeng is forecast to re-intensify into a severe tropical storm over the West Philippine Sea. On the forecast track, this tropical cyclone may exit the Philippine area of responsibility [on Monday morning, Oct. 31 or afternoon],” said PAGASA in its 2 a.m. bulletin. Moderate to heavy rains may prevail over the rest of mainland Cagayan Valley, Cordillera Administrative Region, Pangasinan, and the rest of Central Luzon while light to moderate with at times heavy rains may persist over Western Visayas, Metro Manila, and the rest of Luzon.The state weather bureau has lifted the Wind Signal No. 3 that was earlier raised in parts of Luzon. The highest wind signal in effect is Signal No. 2.
