EDITORIAL: Higher teacher pay is rightly key to Mike Miles' approach to leading TEA's takeover of Houston ISD -- and the belief that all kids, regardless of income, can achieve their potential.

He wants to take away some campus autonomy, believing instead that principals need to earn it. He wants to introduce in his first year, a new principal evaluation system followed by, in his second year, a new teacher evaluation system. teacher compensation elsewhere will be unaffected but eventually he hopes to get the entire district closer to an average teacher salary of $85,000.
And his plan to get there is part of his district-wide vision to institute a pay-for-performance system, something HISD was already gearing up for. First, principals will be subjected to a new evaluation system based on student achievement, quality of campus instruction as determined by a team of independent observers, the strength of the principal’s action plan and the campus’ special education performance and compliance.
He prefers to lead with data but his own personal story also underpins his steadfast belief in the power of a good teacher.
