Marcos has tasked DAR with stepping up measures to distribute the certificates of land ownership awards to beneficiaries. Section 1 of Executive Order No. 4 states that, subject to the limitations and conditions provided under applicable laws and issuances, the implementation of the suspension of payment of the following is hereby directed:
