Malacañang defended President Ferdinand Marcos Jr.'s decision to reorganize the National Security Council (NSC), pushing back against criticisms from former President Rodrigo Duterte's spokesmen. Former officials Salvador Panelo and Harry Roque expressed concerns about the move, with Panelo labeling it 'bad politics' and Roque alleging it as a 'prelude to martial law.' Executive Secretary Lucas Bersamin countered these claims, asserting that Marcos has the authority to choose his advisors and emphasizing that Panelo lacked moral standing to criticize due to his past advocacy for excluding then-Vice President Leni Robredo from the NSC.
Malacañang on Tuesday responded to criticisms from spokesmen of former President Rodrigo Duterte regarding President Ferdinand Marcos Jr .'s decision to reorganize the National Security Council ( NSC ). Former chief presidential legal counsel and spokesman Salvador Panelo stated that Marcos' move, which effectively removed Vice President Sara Duterte from the NSC through Executive Order 81, 'smacks of bad politics.
' Another former Palace official, Harry Roque, alleged that the reorganization is 'a prelude to martial law' — a claim immediately refuted by Executive Secretary Lucas Bersamin. Panelo, Bersamin asserted, 'has no moral authority to question the decision of the President' as he had previously advocated for the removal of then-vice president Leni Robredo from the advisory body. Bersamin claimed that during the Duterte administration, he read an article about Panelo's efforts to exclude Robredo from the Cabinet. 'So, he has no moral authority to question the decision of President Marcos,' Bersamin said at a press briefing in Malacañang. He further noted that the NSC serves as an advisory body to Marcos in his capacity as Commander-in-Chief of the Armed Forces, and it is only fitting that 'whoever advises him is within his fullest trust and confidence.' Bersamin said, 'Now, I'm not saying that the Vice President does not anymore deserve to be trusted. But I'm just saying that with the recent developments, it is not going to be good advice or good action on the part of the President to still have her on board. Now, anyway, the President has the absolute power, the power of absolute reorganization — meaning, he can choose the people he listens to or he would listen to,'

Duterte's Removal from NSC Linked to 'Kill Remarks', Says Robredo AideLawyer Barry Gutierrez, former spokesperson for Vice President Leni Robredo, attributes Vice President Sara Duterte's removal from the National Security Council (NSC) to her public threats against President Ferdinand Marcos Jr. Gutierrez cites Duterte's 'kill remarks' against the President, First Lady Liza Marcos, and House Speaker Martin Romualdez as justification for her exclusion, arguing she posed a potential threat to national security. While the official reason for Duterte's removal remains undisclosed, Executive Secretary Lucas Bersamin states the Vice President is 'not relevant' to the NSC's duties. National Security Adviser Eduardo Año claims the changes, detailed in Executive Order (EO) 81, are necessary to address evolving national security threats. Former presidential spokesman Salvador Panelo criticizes Duterte's removal, accusing President Marcos Jr. of 'dirty politics'. Former VP Robredo's experience is also mentioned, noting her limited NSC participation during her term.
