Eyyub Zarsh, the General Manager of School Reconstruction in Tehran Province, has pointed out a significant shortage of 13,000 classrooms in the province, requiring seven years to construct these and even longer to meet the standard, with current resources indicating a 70-year timeline. Additionally, 24,000 classrooms need demolition-removal and reconstruction. The construction of 13,000 new classrooms is estimated at 32 billion Tomans, with an additional 22 and 15 billion Tomans required for reconstructing deteriorated schools and earthquake-proofing respectively. The total funding requirement is 69 billion Tomans. Meanwhile, the annual budget for the General Department of Reconstruction is 1.5 billion Tomans, and there are approximately 1,921,000 students in Tehran Province, with around 929,000 in the capital and 992,000 in the outskirts.
عباس زارع، مدیرکل نوسازی مدارس استان تهران با اشاره به کمبود ۱۳ هزار کلاس درس در این استان گفت ساخت این تعداد کلاس هفت سال زمان می‌برد اما «با اعتبارات فعلی»، برای رسیدن به حد استاندارد ۷۰ سال زمان لازم است. هفت استان کشور به ساخت و مقام‌سازی فوری کلاس‌های درس مدارس نیازمندند.
مجموع این موارد به ۶۹ هزار میلیارد تومان اعتبار نیاز دارد. این در حالی است که بودجه سالانه اداره کل نوسازی مدارس استان تهران، هزار و ۵۰۰ میلیارد تومان است. بر پایه اظهارات حمیدرضا خان‌محمدی، رییس سازمان نوسازی، توسعه و تجهیز مدارس کشور، در حال حاضر هفت نقطه از کشور، از جمله استان تهران، با کمبود شدید مدرسه مواجه هستند.
علاوه بر تهران، استان‌های قم، سیستان و بلوچستان، خوزستان، خراسان رضوی، البرز و آذربایجان غربی در صدر نیازهای مالی و توجه برای ساخت مدرسه قرار دارند.
