William Barr suggested Democrats want to create a “public spectacle” by bringing Mueller in to testify

in a May press conference that he would not reveal anything that wasn’t already laid out in his 448-page report. “That is the office’s final position,” he said, “and we will not comment on any other conclusions or hypotheticals about the president.” But of course, there’s a difference between a detailed recounting of the president’s apparent efforts to obstruct justice in a report many have not read, and those same conclusions presented in a made-for-television testimony.

And while Mueller has suggested he’d limit his public testimony to what he’s already written, his deputies—particularly Zebley, who’s considered his top associate—may be able to provide additional details and context in private hearings with lawmakers, as theBarr and Trump then likely have good reason not to want Mueller and his deputies to testify. Whether they get their way remains to be seen, but the standoff has only exacerbated tensions between the administration and House Democrats.
