Since 2018, San Antonio has seen five petition-initiated city charter amendments across three elections, including the Justice Charter proposition on the May 6 ballot. 2015 represented a false start for petition-drive charter changes. That year, a charter amendment requiring voter approval for streetcar and light rail projects got on the ballot — and won — via a City Council vote after the San Antonio Professional Firefighters Association and others failed to collect enough valid signatures to get it on the ballot outright.
