Washington state is moving towards a road usage charge (RUC) system to replace its reliance on the gas tax. The phased transition, spanning over a decade, will see all drivers contribute fairly to road maintenance based on their mileage.

Washington state is poised to shift away from its dependence on the gas tax towards a road usage charge (RUC) system. Transportation committee chair, Rep. Jake Fey, announced the details of the proposed program during a press conference in Olympia on Tuesday, outlining a phased transition over the next decade. The program aims to ensure all drivers contribute fairly to road maintenance and infrastructure by paying for their road usage rather than solely through gas consumption.

With the rise of fuel-efficient and electric vehicles, the revenue generated from the gas tax has been declining, prompting the need for an alternative funding mechanism. \The RUC system would start with passenger vehicles under 10,000 pounds. Phase 1 (2029-2031) would make the RUC mandatory for electric and hybrid vehicles and voluntary for fuel-efficient gasoline vehicles (20+ mpg). By the period (2031-2035), the RUC would become mandatory for all gasoline vehicles with 20+ mpg. Fuel-efficient cars will be phased in from most to least fuel-efficient during this period. The initial road usage charge rate is set at 2.6 cents per mile, subject to periodic adjustments to align with gas tax revenue. \Drivers will be required to report their annual mileage, with self-reporting beginning in 2026. GPS tracking would be optional. Crucially, drivers would choose to pay either the RUC or the gas tax, but not both. Any gas tax already paid would be credited. Electric and hybrid vehicle owners who opt into the RUC program would no longer be subject to the current $225 and $75 annual registration fees, respectively. All vehicles would also receive a standard deduction of 200 miles per year from their road charges. Washington State Transportation Commission Chair Debbie Young expressed her support for the initiative, stating that decades of driver-focused research have demonstrated the viability and fairness of RUC as a funding alternative to the gas tax.
