A House bill to create a sports arena in Alexandria for the Capitals and Wizards is dead, leaving just one legislative avenue for it still alive in the General Assembly.

RICHMOND — A powerful Democrat in Virginia’s House of Delegates said Thursday that his bill to create a sports arena in Alexandria for the Capitals and Wizards is dead, leaving just one legislative avenue still alive in the General Assembly for Gov. Glenn Youngkin’s top priority.
“In passing HB29, we still have a vehicle for the arena, and obviously the budget is going to go into conference and we will address everything in conference,” Torian said. “HB29 has the arena legislation in it and we will continue to address that when we go into conference.” Uncertain from the start — with some legislators seeing an economic development prize but others wary of giving incentives to Monumental’s billionaire owner, Ted Leonsis — the plan’s prospects in the General Assembly have looked increasingly shaky.Lucas declared what she termed the “Glenn Dome” dead on Feb. 12, days after Youngkin insulted Democrats in a partisan speech at a mock political convention by saying that Democrats do not believe in a “strong America.
Torian and Surovell agreed to sponsor stand-alone arena bills for Youngkin in January only after the governor promised to support increased funding for the Metro over the next two years, Surovell said at the time.to the arena plan — a stance that may further jeopardize the proposal’s chances of getting through the General Assembly and the Alexandria City Council.
