Using videos and photographs shot by its reporting teams in Ukraine, Reuters has pieced together evidence of the heavy toll on civilians as Russia’s onslaught has devastated villages, towns and cities.
Under the Geneva Conventions of 1949, which defined legal standards for humanitarian treatment in conflict, any side that willfully targets civilians or civilian objects not involved in hostilities as part of a wider plan and on a large scale is committing a war crime.The Rome Statute, which established the International Criminal Court in 2002, allows belligerents to attack military objectives even when it is known there will be civilian casualties.
Ukrainian President Volodymyr Zelenskiy has accused Russian troops of committing “the most terrible war crimes” since World War Two. He has said tens of thousands of civilians have been killed during seven weeks of siege and bombardment of Mariupol, a port on the Sea of Azov that has seen the heaviest fighting of the war.
