“It was never the intent of the Legislature for students to be viewed as environmental pollutants,” said state Sen. Nancy Skinner, who represents Berkeley.
with House Speaker Anthony Rendon, D-Lakewood. “It aims to make sure that environmental analysis of campus development plans continues to consider campus population impacts, while also giving higher education leaders a chance to remedy deficiencies before enrollment reduction mandates are issued. We believe this addresses concerns from both sides and allows us to continue educating deserving students.

This issue stems from an August 2021 ruling by Alameda County Superior Court Judge Brad Seligman, whothe university. The group alleged the university’s plan to add more than 200 housing units for graduate students and faculty in Berkeley’s Goldman School of Public Policy would violate the California Environmental Quality Act by failing to account for traffic, housing, noise and other impacts on the off-campus community.
Phil Bokovoy, president of Save Berkeley’s Neighborhoods group that sued the university, said Senate Bill 118 is “poorly drafted and confusing, attempts to admit a small number of additional students to the UC Berkeley campus in 2022 but does nothing to solve the dire situation that UC has created for students in California.”
