The Trump administration rolled out a limited ban on flavored e-cigarettes, enraging anti-tobacco advocates who called the measure a political capitulation that would cause more kids to become addicted to nicotine
with public health groups, tobacco industry giants and vaping advocates.
Thursday's action aims at products mostly widely used by children but "seeks to strike the right public health balance by maintaining e-cigarettes as a potential off-ramp for adults" who smoke, HHS Secretary Alex Azar said in a statement. More than five million teens reported vaping in the latest government surveys, with a majority saying they used cartridge-based products like Juul.
Vape shops are typically age-restricted, but public health groups argue the rules are spottily enforced. Nearly 15 percent of underage middle and high school e-cigarette users reported buying their products from a vape shop in 2018, according to the annual National Youth Tobacco Survey; 8.4 percent said they bought e-cigarettes from a gas station or convenience store.
Another regulation, still being finalized, would require every e-cigarette manufacturer, regardless of its technology or flavors, to submit products for review by the FDA by May. Small e-cigarette and vape producers have warned the court-ordered deadline will force their products off the market.
