4 new Texas laws to protect Texas cats, dogs will go into effect later this year

There were four animal welfare bills that passed into law this legislative session.Animal rights advocates are in good spirits as four bills regarding household pets were signed into Texas law after the legislative session.

“Texas has effectuated change for thousands of animals with the passage of four major bills," Shelby Bobosky, the network's executive director, said according to a statement. "This session has been incredible for animals, the people that love them and our communities."Called the"Puppy Mill Bill," SB876 goes into effect Sept. 1. It was intended to put an end to"puppy mills" in the state by regulating the number of dogs a breeder may legally possess.

Representatives of the Texas Humane Legislation Network previously have said animal overpopulation is a problem in Texas and this bill is meant to help both shelters and animals alike.Also effective Sept. 1, HB4164, aims to increase the maximum penalty for people masquerading their dogs as service animals.
