Currently there is no NI executive in Stormont, since the DUP and Sinn Féin cannot agree to form one. This would mean no executive to make necessary decisions in the case of no-deal. This would automatically mean restoring ‘direct rule’ in NI in the case of no-deal. Effectively this means that the UK government sets aside the NI devolved government, at a point in time when everything is already very volatile.

The most remarkable thing in my view was that she did not expressly apologise to members of the HoC. But you are right that the comment on NI not being prepared because of no executive and sitting parliament in NI. The conclusion however is that HMG and the HoC has to decide in their place. As there formally are representatives of NI in the HoC, I think you cannot call that direct rule.
