Kang’s presumed dead, so Doctor Doom could still be the villain for Avengers: Secret Wars, yet honestly, he’s not the best villain for the job.
Despite his significance in the comics, Doctor Doom should not be the main villain in Avengers: Secret Wars. The MCU has subtly laid breadcrumbs as they’ve laid the foundations for the Multiverse Saga from its true commencement in Loki to most recently, Ant-Man and the Wasp: Quantumania. Aptly, both saw the introduction of Jonathan Majors as Kang the Conqueror and his various variants.
Hickman’s run culminated in response to incursion gradually destroying the multiverse. In this series, Doctor Doom used Molecule Man, a villain with incredible reality-warping powers, to kill the Beyonders and steal their power. He became God Emperor Doom and created his own version of the Battleworld. He rewrote reality not only to protect it in a way but also to cater to his insatiable ambition.
Overall, Kang is the big complication for Doom’s chances. Kang’s multiversal connection and nexus being status necessitate that he must be the main antagonist in Avengers: Secret Wars. There’s not enough time between Fantastic Four and Avengers: Secret Wars for the MCU to build up Doom to his most powerful state - God Emperor Doom. Meanwhile, Kang has long-established and nuanced foundations and a clear path forward.
