Having come to the MCU from the Sam Raimi universe, Norman Osborn destroyed his classic mask, attempting to rid himself of his Goblin persona in this new reality. However, Osborn almost had a far darker redesign than the one he received by the film's end when the Goblin persona took over once more.
In Spider-Man: No Way Home's final battle, Norman Osborn is the last villain to arrive at the Statue of Liberty following his murder of Peter Parker's Aunt May. Armed with his glider, blades, and a collection of pumpkin bombs, this new Green Goblin redesign featured additional purple elements such as a hood to better resemble the villains' classic green and purple aesthetic from the comics.
According to Nizzi in the book, Osborn would have found the creepy mask with its hollow eyes and pointed ears after raiding a Damage Control facility. As a result, Osborn could have maintained his Green Goblin look, albeit in a new way for his debut in the MCU. However, the final decision for the film saw Norman Osborn simply having the hood and goggles with Willem Dafoe's face uncovered for the majority of the new Spider-Man movie.
Why Spider-Man: No Way Home's Goblin Is Better With A Human Face As cool and creepy as the Dark Elf/Green Goblin remixed mask is, the decision to have Willem Dafoe's face largely uncovered was ultimately the right one. Dafoe himself was adamant that he wanted to be in the Green Goblin suit doing as many stunts and physical work as possible, and it certainly paid off.
