The Dallas County jail failed another state inspection. What is being done to fix it? | Editorial
There was a time in recent memory when the Dallas County jail was synonymous with danger and dysfunction. In the 2000s, it faced civil rights lawsuits that described deadly conditions. A federal investigation uncovered more troubling cases of filthy environments and neglect involving inmates who later died, including people who hadn’t been given their medication in weeks.
Dallas County commissioners poured in more than $100 million to improve sanitation and health care at the jail and to build a new tower. They hired consultants to review the Sheriff’s Department. What followed was a remarkable turnaround. The county jail shed federal oversight and passed its annual state inspection every year.
The problems with the documentation of rounds involving suicidal inmates happened in the intake area. Jailers who make the rounds are supposed to document them in a book, and they use a dry-erase board in addition to the book to keep track of inmates and what cells they’re in. According to Brown, jailers were documenting the rounds ahead of time under the expectation that they would take place, but other jailers would make the rounds.
To correct this, Brown said she transferred personnel to the intake area, and that supervisors are now reviewing video to corroborate that the rounds are happening as documented.
