The tractor-trailer — a big rig disguised as a border produce truck — wasn’t inspected when it passed through the checkpoint about 26 miles north of Laredo on Monday afternoon, officials said.

The timing, which was likely intentional and based on the smugglers’ own surveillance, made the checkpoint on Interstate 35 north of Laredo especially vulnerable, the source said. At least 53 migrants from Mexico and Central America died in the suffocating heat of the trailer, which was abandoned near JBSA-Lackland later Monday.
It’s unclear if the migrants already were inside the rig when it passed through the checkpoint near Laredo, said U.S. Rep. Henry Cuellar, D-San Antonio.Other factors, including the sheer volume of traffic that passes through checkpoints, can hamper the ability of Border Patrol agents to detect illegal cargo. Border Patrol agents also struggle with a dearth of personnel and technology, said Cuellar, who has pushed Homeland Security to provide X-ray technology at the checkpoints.
“We have them at the port of entries, but we don’t have them at the checkpoints,” Cuellar said. The smugglers will “get that empty trailer, get people from a stash house, let’s say in Laredo, and then they’ll jump in and try to cross that checkpoint.”
