The bill would require athletes to disclose how much money they make on NIL deals and looks to restrict collectives. It would also keep athletes from transferring until they had completed three seasons at their original school.

As they had long promised, Tommy Tuberville and Joe Manchin on Tuesday introduced a Senate bill regarding Name, Image and Likeness for college athletes.

“I think we are now in position that we are going to need some uniformity from one state to another,” Wommack said Tuesday at Sun Belt Conference Media Days in New Orleans, prior to the announcement that Tuberville and Manchin’s NIL bill had been introduced. “And I think we’re also in a position where Congress is going to have to step in and have some influence in where we move forward in college athletics as it pertains to Name, Image, and Likeness.

The bill would also restrict player movement, which has increased since the NCAA began allowing athletes to secure NIL deals in 2021. Under current rules, athletes are allowed one transfer during the undergraduate tenure without sitting out a year, then must either graduate or receive an NCAA waiver to maintain immediate eligibility.
