NATO member Poland said Tuesday that the country was ready to deliver Mikoyan MiG-29 fighter jets designed in the Soviet Union to Ramstein Air Base for use by the U.S. The Defense Department, however, turned down the offer.

According to the Times, top intelligence officials said that Putin was"surprised and unsettled by the problems that have hampered his military in Ukraine."
