Verizon claims it needs the 195-foot monopole to provide consistent service for a four-mile stretch of the Interstate 80 corridor and a site along White Deer Pike in the northwestern part of the county in the New Columbia area is the best place for it. Version had argued and Conner agreed there is a need for service in that part of the I-80 corridor and that the White Deer Pike site was the least intrusive because of a 2000 state moratorium prohibiting cell phone towers in state forests.
In its appeal, the board argued Verizon should have challenged the state’s moratorium or considered other alternatives including cessation of the property’s residential use, removal of existing structures or the construction of a series of smaller towers.
