The Senate Committee on Constitutional Amendments and Revision of codes has started drafting its report on a resolution seeking to amend the restrictive economic provisions of the 1987 Constitution, which would then be signed by its members.
This after Senator Robinhood Padilla, committee chairman, decided not to conduct further hearings after having heard opinions of resource persons both in the Senate and in key cities of the archipelago.
A bicameral conference committee meeting between the Senate and House of Representatives panels will be scheduled should the Senate adopt Padilla’s resolution. The bigger House, on the other hand, favors the constitutional convention mode where billions of pesos would be spent for the election of delegates and for the convention which may lasts for months.
