The First Church of Christ Scientist building, a historic structure at 43 East St. James Street in San Jose, was supposed to have been the centerpiece of a grand double-tower residential complex crafted to breathe vibrancy into a prime section of the city’s downtown. Ominously, the first component of this project, a restoration of the historic church, has yet to get off the ground. Plus, the church is protected from the elements only by a tarp that appears to be deteriorating beneath the relentless cycle of storms, winds and heat.

But while the church restoration and housing development projects languish, Zhang Li, Z&L Properties’ principal executive, is tangled in legal thickets that arise from a federal and local investigation into allegations of bribery and fraud linked to a project in San Francisco. Zhang faces extradition to the United States and has been detained in London.“We are trying to figure out the best way forward to stabilize this project,” said Nanci Klein, the city’s director of economic development.
