'The heart of the issue involves the interpretation of a state law that allows election officials to open mail ballots five days before an election day.In the weeks prior to Tuesday's primaries, Atlantic County election workers were implementing a new process of adding timestamps to the inner envelopes containing the mail ballots.Previously, only the outer envelope contained the timestamp, which did not contain any of the voters' details.
