The paper plates have become a nuisance for law enforcement, who say they are sold to people who wish to avoid obtaining registration, safety inspections and liability insurance, and who wish to hide illegal activity and avoid paying tolls.It can be difficult for police to trace vehicles with fake plates as they are made with false names, VIN numbers and addresses.
Texas Department of Motor Vehicles board members then moved to limit how many temporary vehicle registrations a dealership could issue.
