Outrage erupted on social media over the actions of Joseph Paduano, a member of the quad committee and party-list representative, who was accused of bullying former Philippine Drug Enforcement Agency (PDEA) director general Wilkins Villanueva. Paduano ordered Villanueva jailed for contempt after Villanueva refused to agree with Paduano's accusations that Villanueva had ordered a warrantless arrest against the wife of a drug personality.
This isn't the first time Paduano and his colleagues in the quad committee have jailed a 'resource person' who disagreed with their accusations. Public anger was further fueled by Paduano's affiliation with Abang Lingkod, a party-list that originated from the Revolutionary Proletarian Army-Alex Boncayao Brigade, a Communist Party urban assassination squad. Paduano's past involvement with the group, under the alias 'Carapali Lualhalti,' remains unclear. Some sources claim he was an actual assassin while others suggest he provided finances and resources to the group. The leftist human rights advocacy group Karapatan has accused Paduano of involvement in numerous human rights violations, particularly in Negros Occidental and Oriental. They had previously requested the Comelec to prevent Paduano from running as a party-list representative. Social media was flooded with criticism directed at Paduano for his treatment of Villanueva, a highly respected police general. Retired police general Dionardo Carlos expressed his outrage, stating that Paduano had accused Villanueva, a decorated anti-drug operator and public servant with over 38 years of service, without presenting any evidence
