Compounding this crisis are the scarcity of data and the loose authentic collaborative consultations that could guide more strategic and logical policies and long-term solutions. Herbosa's initial pronouncements seem to favor daring solutions to the crisis, as he recognizes that universal health care will not work without nurses.For the past 20 years, the Professional Regulation Commission has registered 635,721 nurses and 55,783 physicians.
