Carter reviewed evidence submitted by the committee and reached the conclusion that President Trump “launched a campaign to overturn a democratic election, an action unprecedented in American history.” Mr. Trump “more likely than not” violated two criminal statutes by “corruptly attempt[ing] to obstruct the Joint Session of Congress on January 6, 2021,” and “dishonestly conspiring” to do so.
