Republicans in the Ohio Senate might add a new idea for universal vouchers, a potentially larger tax cut and an education overhaul to the budget.
Universal school vouchers, bigger income tax cuts and an overhaul for the Department of Education are all on the table as the Ohio Senate continues writingThe 5,500-page document, which lays out spending for everything from Medicaid to state prisons, was passed by the Ohio House in April. The final version of the budget is due June 30.
Sen. Bill Blessing, R-Colerain Township, thinks he has a solution. It's called means testing, and what it would do is create a formula that ties scholarship amounts to family income. Basically, the more a family earns, the less it would get. This sounds wonky, but it has a big impact on how much money public schools receive. Data are used to calculate the total cost of educating a child. And public education advocates say outdated costs create an outdated formula.
But Senate Democrats told reporters on a press call earlier this month that"fully funding Ohio's public schools" is non-negotiable for them if Republicans want their support for a budget that also expands vouchers.Republicans have flattened Ohio's income tax brackets in the last two budgets, and this year's promises to be no different.
"All of those earmarks that are capital in nature are going to go in the capital budget next year, not in the regular budget," he said.Revenue forecast
