The Ohio House, in an attempt to address what school districts describe as a shortage of substitute teachers, advanced a bill that would allow people without bachelor’s degrees to substitute teach for another two years.
COLUMBUS, Ohio - Under the bill, the Ohio State Board of Education would have to issue nonrenewable, one-year substitute educator licenses through June 30, 2024. Earlier in the coronavirus pandemic, lawmakers also waived the requirement that substitute teachers have bachelors degrees, but that exemption expires at the end of the school year.
School districts may employ people who don’t hold bachelor’s degrees if they meet a set of educational requirements established by the school district and would have to be “deemed to be of good moral character,” according to the bill. The bill would also require substitute teacher applicants to successfully complete a criminal records check.
“Some things that we create can have unintended consequences, can have ripple effects that in many ways hurt our students and the parents and the communities,” he said. “And so when we think about that, I hope this is not a slippery slope -- which I know some of my colleagues are concerned about -- and this is not something that goes from temporary to permanent.”
Strongsville School District Assistant Superintendent Jennifer Pelko said the district supports the bill because there is a smaller pool of available substitute workers.
