Although Ohio Senate President Matt Huffman wants to schedule a special election in August to make it harder to amend the Ohio Constitution – preempting an abortion-rights proposal – Ohio House Speaker Jason Stephens opposes it.
on a bill that would increase the threshold at the ballot box for a constitutional amendment to pass from the current simple majority of 50% plus one vote to 60%. The proposal failed at the end of the last two-year legislative session, but its sponsor reintroduced it again this year. It has languished long enough that it missed a deadline to appear on the May primary ballot.

Outside of much more liberal areas, states have only passed proposals enshrining abortion rights or prohibiting the government from interfering with abortion rights in the 52% to 59% range.was introduced, scheduling a special election on Aug. 8. Huffman noted that local elections officials may not like having to organize an August election. But, he said, “that’s why we hire people to work at the board of elections and do these things. So this is not an extraordinary step.”
