With 12,000 fans gathered outside of Rumsey Playfield unable to get in, SummerStage workers began putting up metal barriers, a witness told The Post. “The security people were kind of teasing the crowds,” said Carvajal, 25, who was about 10 feet away from where the exchange occurred. “They never said, ‘We are over capacity.'”
