Local Republicans and state leaders, including Gov. Greg Abbott, have used a KHOU analysis on Harris County's paper ballot shortage as the basis for some election-related bills at the Texas Legislature. Experts say that's misleading.

KHOU also found 52 locations received less paper in 2022 than ballots cast in 2018. That is a more complicated comparison because there have been major changes in the period between those elections: Harris County switched to new voting machines that use paper and transitioned to aAccording to Bob Stein, a professor of political science at Rice University and political analyst at KHOU, the analysis does not tell the full story.

In response, KHOU said in a statement that it has made efforts to answer those questions:"In an attempt to learn more about how many voters were turned away due to paper ballot shortages, KHOU-TV filed numerous open records requests immediately after Election Day. Those included more paper allocation records, election hotline call logs, technician activity logs, and e-mails and text messages by the Harris County Elections Administrator.

"If there are more people that voted than the ballots they were given, that means that they were resupplied," said David McClendon, a data scientist and principal consultant at January Advisors."Otherwise, we wouldn’t have those votes. I think it’s a flag for initial undersupply, but that’s not an indication that people were turned away."

Twenty of the 119 locations showed signs of a paper shortage, the majority of them overlapping with the GOP list of 29 polling places. Eighty-nine locations did not appear to have run out of paper, meaning they steadily checked in voters when they would have run out of paper through the end of the day, though shortages may have occurred.

At a Senate committee hearing on March 30, state Senator Paul Bettencourt, R-Houston, presented the map as evidence of criminal intent to support his bill that would allow the state to suspend county elections administrators.
