The charges stem from an investigation that dates back to 2019, after the Cuyahoga County Board of Elections found during an audit that Elkins’ campaign fund balances did not match his expenditures he reported to the elections board. Elkins has been mayor of the suburb of about 2,000 people since 2011 and is active in Cuyahoga County Democratic Party politics. He previously said the investigation was the result of political retribution after he sought to be the party’s chairperson.
