Publicus said the “less popular” topics with only about four out of 10 Filipinos in agreement were the approval of the Lower House Committee to use Constitutional Convention or ConCon as a method to amend the Constitution , importation of onion and sugar , transition to federal form of government , temporary closure of PNR Line from Tutuban to Calamba , and delisting of 800,000 Pantawid Pamilyang Pilipino Program or 4Ps beneficiaries .
