Houston residents will have five chances to weigh in on Mayor Sylvester Turner’s $5.7 billion spending plan for the new fiscal year this month.

City Council will have several weeks to discuss the mayor’s proposals, offer amendments and ultimately vote on the entire yearly budget for 2023.
Members of the public will be able to voice their priorities in-person — or virtually — in a series of public meetings and workshops. The city hastily added the virtual component under pressure from community organizer Jaison Oliver and others to make the process more accessible. Oliver has campaigned to get residents more involved in how the city’s money is spent.
The $5.7 billion plan marks a 9.3 percent increase over the current budget. Issues up for debate include raises for all city employees and the mayor’s plan to address violent crime. Also at stake is how officials choose to spend $160 million in federal COVID-19 relief money. Houston has received over $1 billion in stimulus funding from Congress during the pandemic.
City officials will explain proposals and hear from residents at five lengthy workshops. While no action will be taken on any budget items during the workshops, Houstonians are invited to share their thoughts after each presentation.Members of the public can comment in-person at the second floor council chamber at City Hall, located at 901 Bagby. Residents are required to go through security and receive a visitor badge at the front desk before entering the chambers.
