The District of Columbia and 17 states have so-called"red flag laws." On Tuesday, Ohio Gov. Mike DeWine called for such a law and beefed-up background checks. Texas does not have a red flag law. Even in the military, which vets its recruits for criminal activity and conducts background checks before issuing security clearances, warning signs that could have prevented two tragedies went unheeded.
