“Ang ehekutibo po ay hindi makakagalaw kung wala po ang kooperasyon ng konseho o ng lehislatura. Sapagkat po lahat ng gampanin ng atin pong pamahalan ay kailangang magdaan sa inyo. Kaya ang akin pong taos-pusong pasasalamat sa lahat ng bumubuo ng Konseho ng Maynila… sa lahat po ng empleyado ng city council kung saan din po ako nagsimula ”, Lacuna-Pangan said in her short speech.The opening ceremony was attended by city hall employees, city councilors, and members of the city council secretariat.
“Ngayong araw naman ay magbabalik tanaw tayo sa mga tao at bagay na naging salik upang maging mas maayos at mabisa ang kasalukuyang Konseho ng Lungsod ng Maynila. Nawa'y ang mga simpleng okasyon na tulad nito ay maging bahagi ng masasayang alaala nating lahat. At maging paalala na ang ating city council ay isang masaya at malaking pamilya na naghahangad na mas makatulong pa upang magkaroon ng mas maunlad at marangal na Maynila.
