A criminal complaint has been filed against officials of the transport group Samahang Manibela Mananakay at Nagkaisang Terminal ng Transportasyon or Manibela for their protest action last May 6 against the government’s Public Utility Vehicle Modernization Program.

The Quezon City Police District disclosed this on Saturday, noting that it filed the complaint against Manibela chairperson Mar Valbuena and two others. In its complaint, QCPD said Valbuena and two others committed “grave public inconvenience and disturbance” for holding a rally outside the Batasang Pambansa in Quezon City without having secured a permit from the local government.

The QCPC said in a statement said the action committed by Valbuena and his cohorts constitutes a violation of Batas Pambansa 880 or the Public Assembly Act of 1985. The QCPD also said Manibela violated Article 155 of the Revised Penal Code or alarm and scandal, and Article 151 of the Revised Penal Code or resistance and disobedience.Similar charges were filed by the QCPD against Manibela last month for their alleged “disruptive behavior” during a two-day strike held in April at Welcome Rotonda in Quezon City.Manibela and transport group Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide opposed the government’s PUV Modernization Program.
