The weather bureau is not ruling out the possibility that the weather disturbance may develop into a tropical depression. PAGASA also said that the northeast monsoon, locally called “amihan,” may cause cloudy and rainy weather in Cagayan Valley, Cordillera Administrative Region, Aurora, Quezon, and Bicol region.
