Mayor Karen Bass’s proposed $13B budget is structurally sound, but city must cope with end of COVID-19 relief dollars.

City Administrative Officer Matt Szabo told the city council’s budget committee members that the proposed budget is structurally sound, with “healthy” reserves totaling 10% of general fund revenues.relies in part on a $115 million transfer of money from a reserve fund, which Szabo said his office typically cautions against — except that there was a “significant overperformance” in revenues this year.

Additionally, almost all civilian employees working under a labor agreement with the city have contracts that expire this December, but the proposed budget does not account for any potential increases in compensation for these employees, Szabo said. During Wednesday’s meeting, Blumenfield asked the heads of various city offices and departments if they had positions in their departments that had been vacant for a long time, which could be eliminated and taken off the city’s books.

Bass’ proposed budget reflects a 5% increase in funding for the city attorney’s office and 21 additional positions, but City Attorney Hydee Feldstein Soto did not request more funding beyond that, Blumenfield said.
