Malcontento said the ILBO request was made after the Philippine National Police filed before the OCP last June 6 a criminal complaint against Jose Antonio San Vicente Sr. who owns the vehicle. PNP Spokesperson Col. Jean Fajardo earlier said: “The Mandaluyong City police filed a case of frustrated murder and a case in relation to violation of the Revised Penal Code for abandoning the victim.”
