A veteran lawmaker has urged President Ferdinand "Bongbong" Marcos, Jr. to stay true to his word by backing the passage of House Bill 77 or the the Human Rights Defenders Protection Bill.
"The avowal of President Ferdinand Marcos, Jr. to fully respect human rights will be put to the test with the refiling of the Human Rights Defenders Protection Act as House Bill No. 77," Lagman said.during his meeting with Ambassador Gustavo Gonzalez, the UN representative to the Philippines, last month.
Likewise, the lawmaker cited that HRDs are surrogate defenders of the government which primary obligation, by default, is to protect human rights as provided under the Constitution.Right to promote and protect human rights and fundamental freedoms;Right to seek, receive and disseminate information;Right to solicit, receive and utilize resources;
In addition, the measure provides that following would be the obligations of the State and public authorities:Not to participate in violating human rights and fundamental freedoms;To prevent and to ensure protection from intimidation or reprisal;To ensure protection from arbitrary or unlawful intrusion or interference;To promote and facilitate human rights education; andHB 77 also seeks the creation of an HRD Protection Committee whose members shall be appointed by the Commission on Human...
