The L.A. City Council will discuss pursuing a legal battle over the property rights of homeless people — a case that has been framed as a bellwether for both downtown development and the future of skid row.

Lawyer Carol Sobel, who has repeatedly sued the city of Los Angeles on behalf of homeless people, is part of the legal team in a pivotal lawsuit over homeless people's property rights.
