Tamir’s mother, Samaria Rice, met with Justice Department officials in October. Her attorneys wrote letters on several occasions last year, seeking to provide information to authorities. Attorneys for the Rice family said prosecutors in the Justice Department sought to convene a grand jury in the case, but their work was hindered “by their political superiors.” Supporters of the family then pushed to have the case looked at again.

Garmback was suspended 10 days, but an arbitrator reduced the suspension to five. The city of Cleveland did not fire Loehmann for any action involving the shooting. Instead, it let him go for misrepresenting information on his initial application about his reason for leaving his previous job at a suburban police department.Jeffrey Follmer, the president of the Cleveland Police Patrolmen’s Association that represents rank-and-file officers, defended the actions of Loehmann and Garmback.
