Last week, Taiwan ditched its mass contact-tracing system, which used a combination of QR codes and text messages to track people’s movements, and reduced home quarantine for close contacts to three days from 10. Taiwanese health officials on Tuesday announced the mandatory home quarantine for incoming travelers would be shortened to seven days from 10 days.
Taiwanese health officials have made a point of emphasizing the large percentage of infections—greater than 99.5%—that have been either mild or asymptomatic, printing the number in a big font and highlighting it in pink in daily notices sent out through social media. The Chinese approach can be effective at the local level, said Yanzhong Huang, a public-health specialist at the Council on Foreign Relations in New York, pointing to a fast and relatively short lockdown in Shenzhen that appeared to succeed. But in the end, he warned, China “is not going to be able to eradicate the virus.”
