Arizona's next governor will influence Colorado River supply negotiations and how $1 billion designated by the Legislature for water is spent.
There's basically no such thing as too much water conservation, said Porter and Arizona Municipal Water Users Association Executive Director Warren Tenney.
When it comes to local programs, the answer is much the same; conservation's always a good idea, so long as the cost doesn't obviously outweigh the benefit. Lake said she wants to look at purifying effluent, or sewer water. Hobbs has also suggested upcycling water for widespread, residential drinking use.
Pipelining in from far away rivers and desalinating ocean water are pricey commitments. Lake has said whatever the cost, it's worth it. The effort likely would require costly environmental impact studies, plus expenses for potential litigation and environmental mitigation. Desalination, on the other hand, could make a safer, more plausible bet. Arizona water providers would likely finance a plant in Mexico to treat ocean water, then exchange the desalinated water for Mexico's supply of Colorado River water.
